BACKGROUND
Background
On June 19, 2014, the Guilford County Board of Commissioners approved a HOME Program Funds Subrecipient Agreement (see attached approval documentation) with the Piedmont Triad Regional Council (PTRC) to allocate up to $380,000 (or $45,000 per single family unit) for the rehabilitation of a minimum of seven (7) qualifying single family structures in Guilford County (outside the entitlement Cities of Greensboro and High Point). HOME funds are targeted for owner-occupied units, occupied by households with elderly and/or disabled fulltime household members, or owner-occupied units with lead hazards and a child 6 years old or younger. Household incomes must be below 80% of the HUD area median income.

Subsequent to this initial Agreement, Amendment #1 was approved by the Board of Commissioners on June 2, 2016 making the City of Greensboro (HOME Funds Consortium Administrator) party to the Agreement; and, Amendment #2 increased the dollar amount by an additional $453,472 to a total maximum funding amount of $833,472 for the rehabilitation of up to eight (8) qualifying single family residences through December 31, 2017.

Amendment #3 (attached) is to 1) Extend the contract through December 31, 2018; and, 2) Revise the Guilford County HOME Rehabilitation Assistance Policy (attachment A) to increase the maximum per unit cost allocation for rehabilitation from $45,000 to $50,000.
Currently, the City of Greensboro is the Lead Agency for the Greensboro HOME Consortium and is the recipient of HOME Investment Partnership Program funds.
