BACKGROUND
Background
Representatives from the Browns Summit- Monticello Youth Association and community center contacted the County with a request to name the Gymnasium in honor of founding association president, Steve Troxler. Section 2.1.5 of the building naming guidelines notates that property shall not be named for living persons unless the following exception are met: a) living persons who make a significant monetary contribution to the development of a public building or facility when such a contribution is made with the intent and agreement of the Board of Commissioners that said building or facility will be named for the contributor; or b)leased property that has been conferred a name by the lessor that uses a person's name need not be renamed if it has geographic or other value.
Additionally section 2.17 allows that "exceptions to the naming policy be made by the Board of Commissioners as it deems appropriate.
The community has asked that given Mr. Troxler's 32 year involvement with the program as well has his leadership in the substantial fundraising efforts that have been used to maintain and improve the county's property that consideration be given to the approve of the naming of the building in his honor.

RESOLUTION
Resolution
WHEREAS, Steven W. Troxler is known as a local fixture in the communities of Browns Summit and Monticello. Having been raised in the Browns Summit area he established the well-known Troxler Farms and has served as the NC Agriculture Commissioner since 2005; and
WHEREAS, he and his wife Sharon have two grown sons, two daughters-in-law and five grandchildren. Mr. Troxler has always been passionate about the cultivation and preservation of rural spaces. He recognized a need for recreational opportunities for the youth in the area, and 32 years ago, formed the Browns-Monticello Summit Youth Association; and
WHEREAS, over the years, and under Mr. Troxler’s leadership as the president of the Association, the program entered into an agreement with Guilford County to use an outdated and abandoned school facility located at the 5006 NC Hwy 150 West. It was then selected to serve as a meeting place for residents to congregate and for local children to have a safe place to play; and
WHEREAS, through fundraising, volunteerism, and personal commitments the members of the Youth Association have served as caretakers for the old Gymnasium facility. Funds were collected to ensure the general maintenance of the facility including the addition of a new roof. Their investments have developed the facility into a thriving, vibrant and beloved community center. It now offers an aftercare program, summer programs, and five softball and baseball fields; and
WHEREAS, as result of Mr. Troxler’s leadership, dedication, and loyalty to the community, the Youth Association provides a place to nurture the potential of every child and teen that participates in their programs; helping them to achieve personal and education goals, building confidence, exploring new interests and developing leadership skills. The Brown Summit-Monticello Youth Association has become an integral institution to the residents and the naming of the Gymnasium facility is an appropriate recognition for such a distinguished person and community leader who both created and lead the community center for many years.
NOW, THEREFORE, BE IT RESOLVED that the Guilford County Board of Commissioners hereby names the County Facility located at 5006 NC Hwy 150 West the “Steven W. Troxler Gymnasium” in his honor.
FURTHERMORE, BE IT RESOLVED that the Guilford County Board of Commissioners directs that an appropriate ceremony be held to mark the naming of the Steven W. Troxler Gymnasium.
