BACKGROUND
background
Given the nature of the at-risk lifestyle of persons in active use of heroin, the incidence of HIV and Hepatitis C is on the increase nationally. Gilead Science is partnering with Guilford County Emergency Services and Guilford County Health Department to make testing available in concert with the GCSTOP program. Clients with Substance Use Disorder (SUD) do not routinely seek conventional medical care, and this program will allow point of use testing, and, more importantly, a Linkage to Care Coordinator in the DHHS - Public Health Division to link the client to community services and medical care. The grant includes funding for the Linkage to Care Coordinator as well as a paramedic position to support point of use testing.

BUDGET IMPACT
budget impact
Increase Federal/State revenues in the FY 2018-19 Recommended Budget for Emergency Services by $174,130 to reflect grant funds from Gilead Sciences, Inc, and add one Link to Care Coordinator (Social Worker) position and one Paramedic position, both to be contingent on grant funding; these are included in the list of changes to the FY 2018-19 Recommended Budget.

Approve contract with Gilead Sciences, Inc., in substantial form, for a grant in the amount of $174,130 to be effective July 1, 2018 for a term of one year, with the option of 4 one-year renewals.
