BACKGROUND
background
The Information Services, Planning and Purchasing Departments have researched potential contracting options to procure EnerGov software, which is widely used in the state of North Carolina by Municipal Governments for planning and permitting activities. The county may purchase this software at an excellent price under the waiver of the bid procedure defined in N.C.G.S 143-129(g). Craven County is the qualified entity that qualifies for this bidding exception that was properly bid within the past 12 months and awarded to Tyler Technologies, Inc., with offices located in Maine. Guilford County has negotiated considerably better pricing including a discount of $94,360. The cost for the software purchase is $427,562 after the discount and cost for implementation is $365,150 for a total cost of $792,712 with payment split across fiscal years 2017-18 and 2018-19 based on implementation timeline. The software will automate processes that enhance functionality and efficiency for staff and the public. A notice of the Board of Commissioner’s intent to consider this item at the regular April 5, 2018 meeting was published in accordance with statutory requirements.
