BACKGROUND
Background
The current Guilford County Development Ordinance (Ordinance) was adopted and became effective Jan. 1, 1992 and is applicable to land development in the unincorporated area only of Guilford County (GC). With the passage of time, the Ordinance has been amended numerous times with no comprehensive review and update having been completed since initial adoption. The current Ordinance (aside from not being designed and written as a true Unified Development Ordinance) is a 26-year-old tool/document and coupled with its physical layout/organization contains language ambiguity and conflicts, procedural and review processes that increase transaction time and costs, design standards that are limited in flexibility, contains sections which need clarification which are difficult to enforce or interpret, and lacks continuity as currently written.
During Fall 2017, a Request for Proposals (RFP) was prepared to solicit firms and cost for an Ordinance update and to prepare a more user-friendly, illustrative, and modernized Unified Development Ordinance (UDO) document. The RFP was disseminated via both the NC Planning List Serve and the Guilford County Purchasing Dept. As part of this process (which contained a formal evaluation/scoring, interview, and reference checks), further discussion & consideration of other firms/entities (including the Piedmont Triad Regional Council), the STEWART group is recommended by an Evaluation Team consisting of the following stakeholders:

Based on final determination of complexity and breadth of the UDO Project, this request for additional funding is based on the proposed Scope of Work and the Evaluation Team’s recommendation which includes, but is not limited to, extensive public and stakeholder input, cost, experience of personnel with like and/or similar projects, and the multi-disciplinary team comprised to meet the planning services requested (see attached).
Total project cost is anticipated to be $84,500. Planning & Development is requesting an increase to their FY 17-18 budget by $44,500 to engage the STEWART group to complete the Unified Development Ordinance project.

Requested Action
Approve an increase of $44,500 in Appropriated Fund Balance and increase the FY 2017-18 Planning & Development budget by the same amount for completion of the Guilford County Unified Development Ordinance Project.
