BACKGROUND
Background
A study was completed that explored the options for the proposed new Animal Shelter for Guilford County. Three options were proposed with a total cost for each project ranging between $8.5 and $15.9 million and an animal holding capacity of 294-441. At this time, Facilities and Animal Services recommend continuing to move forward with schematic design and sizing to determine final building configuration and capacity. The total project is estimated to cost $13 to $15 million with capacity between 300 and 400 animals depending on final design details.

Staff has identified $14,000,000 of available funding for the overall project:

$625,000 currently allocated Animal Shelter 2/3rds bonds proceeds
$31,109 community contributions for new Animal Shelter
$100,000 county funds currently allocated to new Animal Shelter
$700,000 transfer of remaining 2/3rd bonds proceeds available in the Old County Courthouse Renovation project
$400,000 transfer of remaining county funds available in the High Point Parking Deck project
$722,218 transfer of remaining county funds available in the Bellemeade Center Renovations project
$8,245,000 unallocated Animal Shelter 2/3rds bonds proceeds
$1,450,108 premiums on 2/3rds bonds
$1,726,565 County Building Construction Fund balance

Facilities requests to proceed with 30% design at a cost estimated not to exceed $250,000.

The County Animal Shelter Replacement capital project ordinance needs to be amended to provide funding for this facility. Staff recommends appropriating the $8,245,000 balance of the 2/3rds bonds issued for the shelter ($625,000 in bond funds have already been appropriated) as well as $1,450,107.70 in bond premium at this time for a total increase of $9,695,107.70.
