BACKGROUND
Background
During its 2017 retreat, the Board of Commissioners approved "Provid(ing) exceptional customer experience through transparent and accessible governance, coordinated county communications, and enhanced citizen education efforts" as one of its high priority Organizational Excellence goals. The Board further identified specific objectives for staff to initiate in support of this goal. One of those objectives is the establishment of a county open data program to simplify access to information about county services and to proactively provide easily understandable analysis of that information.
Over the last several months, staff has been working internally and externally to build the framework for a Guilford County open data program that will help improve public services; increase transparency of and access to public information; support public-private innovation; and enhance coordination and efficiencies across departments, area governments, local institutions of higher education, other partner organizations, and citizens. One of the next steps in the program's development is the approval of an open data policy that communicates our organization's committment to open data principles, outlines steps to responsibly advance an open data program in Guilford County government, and appropriately safeguards sensitive and protected information.
A proposed policy is presented for the Board's review and approval.
