BACKGROUND

background

 

The Guilford County Rapid Response to Opioids will be focused on several objectives related specifically to opioid overdose:

1.                     Reduce mortality from opioid overdose

2.                     Provide a quick response team for persons suffering from overdose (team composition TBD).  Similar to the Colerain, Ohio model to be attempted contact within 10 days of reversal and team to be multi-disciplinary

3.                     Increase community knowledge of the dangers of opioid overdoses and reduce stigma surrounding opioids/addiction

4.                     Focus on harm reduction strategies for those in active use:  phased approach to include naloxone distribution, needle exchange and safe injection practices, HIV and HCV education and testing; with the ultimate goal of getting citizens into treatment

5.                     Referral process to treatment providers in the community (community resource listing initially with the ultimate goal to be directed navigation for those seeking treatment)

6.                     Academically validate the effectiveness of “Rapid/Quick Response Teams” post reversal to suspected opioid overdoses

Approve contract, in substantial form, with the University of North Carolina at Greensboro for partnership in combating opioid deaths in Guilford County.  Contract to be effective November 1, 2017 until June 30, 2019, with the option of one year renewals.
