BACKGROUND
background
On behalf of the Animal Services Department, the Purchasing Department conducted an online event, number 579, in the Guilford County eProcurement System to contract veterinary services for the operation of the Guilford County SPOT Mobile Spay / Neuter Clinic. The Humane Society of the Piedmont was the only contractor who expressed an interest.

The objectives of the program are to provide low cost spay and neuter services with support from Guilford County Animal Services.

Subsequent discussion and negotiation resulted in the development of the proposed Guilford County SPOT Mobile Spay and Neuter Clinic Voucher Program, which will bring spay and neuter services to areas where transportation and household income levels may pose barriers to accessing needed services. SPOT Voucher Program participants will be pet owners of cats and dogs, who are prequalified for SPOT spay/neuter vouchers by income levels established by the US Department of Housing and Urban Development as below the median household income level.

A partnership comprised of Guilford County Animal Services, the Social Services Departments’ Economic Program, and the non-profit agencies, Humane Society of the Piedmont and Greensboro Urban Ministry will kick off the program. Additional non-profit agencies, who provide income eligibility verification through their intake processes, will be recruited to support the SPOT voucher program.

The Humane Society will conduct the spay/neuter clinic with their Planned Pethood program staff approximately twice per month for a very low cost to program participants. Anticipated cost for pet owners for cats is $5.00 and $10.00 for dogs.

The cost for the humane Society to operate the SPOT clinic with veterinary staff is $900.00 per clinic date scheduled. The clinic can accommodate up to 30 pets per sess...
