BACKGROUND

background

The County is considering the purchase of two parcels of land on Guilford College Road for a new animal shelter.  The parcels are located in the unincorporated area of Guilford County.  The City of High Point has been determined to be the most feasible option to obtain public water and sewer services.   Guilford County will be responsible for the cost of the engineering design and construction of the water and sewer infrastructure.  The agreement gives the county the option of contracting for the design and construction of the systems and paying the engineering firm and contractor directly or requesting the City of High Point to contract for the design and construction of the systems and the county would reimburse the City for all associated costs.  If the County asks the City to design and construct the systems, the City must complete the work within 9 months of receiving a written notice to proceed from the County.

 

The water and sewer infrastructure must be designed to city specifications and dedicated to the city with the exception of portions of the system that will be constructed on site and remain under county ownership and operation.  The City of High Point has agreed to waive all acreage fees, frontage fees for the project.  The County will be responsible for paying any connection fees and user charges for metered consumption.

 

The City of High Point will provide the water and sewer services without requiring annexation, however, the County may request annexation at any time and the City agrees to work with the County on zoning and land use matters to permit the intended use.  The County could benefit from annexation by receiving lower water and sewer rates and other City services.  An analysis of the benefits of annexation will be presented at a later date, possibly after the animal shelter facility is constructed.

 

The total cost of the water and sewer infrastructure is $400,000 to $500,000 and will depend on the amount of gravity sewer line required, the size of the on-site pump station and the cost of any easements needed to construct the systems.
