BACKGROUND
Background
The Sheriff's Emergency Response Team is replacing on a rotation their night vision equipment. The equipment is essential to the safe operation for the Officers and citizens of Guilford County in very violent situations where the SERT team is activated. A high percentage of these situations occur at night and the equipment gives the members of the team the capability to see in dark of night situations. The Sheriff's Office is requesting to purchase (7) L-3 AN/PVS-31 BNVD Generation 3 Night Vision Devices with a Wilcox Mounting System so the device can be mounted to the helmet of the Officer. Each device is $11,151.09 each for a total cost of $78,057.63.

No additional County funds are required, as Federal Forfeiture funds will be used to purchase the equipment. The balance of the Department of Justice Federal Forfeiture funds is $687,915.

Requested Action
Approve the appropriation of $78,058 in appropriated Fund Balance (Federal Forfeiture Funds) and increase the FY 2017-18 Law Enforcement budget by $78,058, and approve staff to purchase the items from Lawman's Distributions LLC locsted at 3319 Anvil Pl Raleigh, NC 27603. A competitive informal event (#559) was conducted in the Guilford County eProcurement System during March of 2017. Two bids were received.
