Resolution
A RESOLUTION IN SUPPORT OF MODERNIZING THE PUBLICATION OF LEGAL ADVERTISEMENTS AND PUBLIC NOTICES IN GUILFORD COUNTY
WHEREAS, Guilford County actively seeks opportunities to improve citizen engagement while pursuing cost effective, equitable, and efficient business processes; and,
WHEREAS, the purpose of legal advertisements and public notices are to ensure that all citizens remain informed of what government has done and plans to do; and,
WHEREAS, it is the responsibility of government to communicate with its citizens in a format that is conducive to providing consistent accessibility of information across Guilford County while effectively ensuring broad transparency; and,
WHEREAS, in lieu of the traditional model of printed information, as per their preference, most citizens in 2017 readily access public information through electronic devices such as computers, tablets, and smartphones; and,
WHEREAS, for more than four years, it has been the intended goal of the North Carolina Association of County Commissioners to provide governmental entities the option to implement electronic publication of notices in lieu of the conventional method of printed media and its associated costs; and,
WHEREAS, in recent action, the North Carolina General Assembly has taken measures to advance communication options among local governments with the creation of HB 205 that sought to modernize the publication of legal advertisements and public notices to allow Guilford County, and any municipality in Guilford County, in lieu of printed publication, the option to post legal advertisements and notices on the county web site; and,
WHEREAS, not only does the option of electronic noticing broaden customer service and foster public participation, it also serves to provide an efficient and cost-effective means of communication all at the click of a button.
NOW, THEREFORE BE IT RESOLVED that the Guilford County Board of Commissioners urges the North Carolina General Assembly to continue its pursuit to advance Guilford County’s option to utilize electronic public notices in lieu of printed publication.
