BACKGROUND

Background

The Sheriff's Office is requesting the purchase of new duty weapons, holsters and magzines holders to replace our current duty weapons.  We have had our current duty weapons since 2009 they are Smith and Wesson M&P 45 calibar.  The Sheriff's Office routinely replaces the duty weapons every 8 to 10 years.  This is needed from the Officer Saftely aspect, as well as, the citizins we serve.  Normally over the course of 8 to 10 years the nights sights start needing replacing, as well as, some other parts within the weapon such as springs and the normal wear and tear of shooting the weapon during anual qualification and other training.  The Sheriff Office is moving to the Glock platform, specifically the Glock model 17 and model 19.  We are purchasing (410) Glock 17/19 at $409.00 each and (40) Glock model 19 with MOS sight platform at $481.00 each and (75) model 17 additional magzines at $18.99 each and (25) addition model 19 magzines at $18.99 each.  The total expendure would be $188,829.00.  Glock will allow a trade in value of $315.00 for each Smith & Wesson handgun traded in to make the cost of the purchase $55,899.00

With the change in weapons also is a change in hoslsters and magazine holders we are requesting approval to purchase the Safariland model 6360 ALS Mid-Ride Level III retention holster at $92.00 each  and the Safariland model 79 Slimline Open Top magazine pouch at $14.25 each, making the total purchase price of $47,812.50.  The handguns were bid on event #567 and awarded to Amchar Wholesale Inc.located at 1380 Aspen Way Vista Ca. 92081 who was the lowest bid.  The holsters and magazine pouches were bidded on event # 563 and awarded to American Uniform Sales located at 321E Russell St . Fayetteville, NC 28301.  Total cost of the purchase is $103,711.50.  Unauthorized Substance Tax Fund balance is $119,056.00

Requested Action

Approve the appropriation of $103,712 of Fund Balance (Unauthorized Substance Tax Funds) and increase the FY 2016-17 Law Enforcement budget by $103,712, and authorize staff to take the necessary steps to complete the the purchase.
