BACKGROUND
Background
Per North Carolina General Statute §159-24, the County is required to appoint a Finance Officer to hold office and carry out the duties prescribed by law. Upon hiring the the Deputy Finance Director, the Board must approve a resolution granting him authority to serve in capacity of Finance Officer, in the absence of the County Finance Director.

RESOLUTION DELEGATING CERTAIN AUTHORITY TO DEPUTY FINANCE OFFICER
WHEREAS, pursuant to North Carolina General Statute §159-24 the County is required to appoint a Finance Officer to hold office and to carry out the duties prescribed by law; and
WHEREAS, N. Reid Baker has been previously appointed by the Guilford County Board of Commissioners to serve as the County Finance Officer; and
WHEREAS, there will be occasions when the Guilford County Finance Officer is unable to be present in order to approve certain actions or to execute pre-audit certificates, as such are required by G.S. §159-28; and
WHEREAS, G.S. §159-24 authorizes the County to designate one or more employees or officials as Deputy Finance Officers, thereby authorizing them to have the powers and duties of the Finance Officer as established in G.S. §159-25; and
WHEREAS, the Board of Commissioners is of the opinion that Harley Will, Deputy Finance Director, possess the requisite knowledge, experience and qualifications to serve as “Deputy Finance Officer” for Guilford County; and
WHEREAS, the Board believes that it would be beneficial to the operations of local government to appoint Harley Will as Deputy Finance Officer, to serve in the stead of the County Finance Officer should the occasion or need arise.
