BACKGROUND
Background
Guilford County competitively solicited bids on High Point Justice Complex HVAC Control Upgrades three (3) times as Events 525, 534 and 542. Event 525 did not receive the required three (3) responses needed for a formal project. Event 534 received three (3) bid responses that were over the project funding amount. The scope of work was changed in Event 542 and three (3) bid responses were received as follows:
Bar Construction - $1,248,300
J. Wayne Poole - $1,275,000
Hoffman Building - $1,095,400
Guilford County met with Hoffman Building Technologies as the lowest, responsive, responsible bidder to review the scope of work in ways to lower the base bid. After several meetings Hoffman and Guilford County agreed on an acceptable revised scope of work and a revised proposal as follows:
Base Bid - $878,245
New FCU Detention - $88,200
New 32 Valves - $49,850
Replace AHU-6 - $29,850
CO2 Sensors - $5,315
VFD Wheel - $3,935

Contingency - $70,005

Total Contract Amount - $1,125,400
The HP Justice Complex HVAC currently includes $100,000 in funding for initial design work. To complete this project , the project ordinance needs to be increased by $1,250,000 to $1,350,000 total; this increase will be funded with Capital Building Construction Fund fund balance and is in accordance with the adopted FY 2017-2026 Capital Improvement Plan.
