BACKGROUND
Background
Late last fiscal year, the Department of Health & Human Services - Social Services Division received Adoption Promotion Program Funding to enhance and expand adoption programs, secure permanent homes for hard to place children, and encourage partnerships between public and private agencies to achieve permanency for children in a timely manner by providing incentives for the adoption of special needs children. The funds can be used for the following services:
Recruitment
Pre-adoption Training
Post Placement Support
Facilitation of Legal Procedures
Not all of the funding was spent by the end of FY 2016. Funds not used by June 30, 2016 were captured in the county's fund balance and must be carried forward and appropriated in FY 2017 for qualified expenses. An estimated carry forward amount was added to the Budget by the Board of Commissioners in July 2016. The final carry forward amount has been calculated and $140,666 of additional funds are available for appropriation and use in FY 2017.

Requested Action
Amend the FY 2017 Budget Ordinance increasing the appropriation to Health and Human Services - Social Services by $140,666 and increasing Appropriated Fund Balance by $140,666 to properly account for the carry forward from FY 2016 to FY 2017 of Adoption Promotion Program Funding to support child adoption services.
