BACKGROUND
Background
The next phase for the Rich Fork Preserve is to develop a design for the proposed trail network, in accordance with the master plan. In compliance with state statute and the Mini Brookes Act, professional services are awarded based on the most qualified for the task. A Request for Qualifications for trail planning & design services was advertised through Guilford County's Purchasing Department twice (Event #536 and Event #543). Event #536 received three (3) Qualification Packages that were reviewed and did not meet the criteria Guilford County was hoping to receive. It was advertised a second time and Event #543 received four (4) Qualification Packages. After the responses were reviewed, it was determined that KCI Associates, P.A. was the most qualified to provide the needed services. Guilford County worked with KCI to develop a detailed scope of work and negotiated a fee for services.
Attached is the negotiated scope of work and associated fees for this effort. The general scope of work is to evaluate and develop a trail design, in accordance with the master plan, that has minimal impact on the environment and adjoining property owners.
Funding is included in the Trails Development Capital Project ordinance.

Requested Action
Approve award to KCI Associates of North Carolina, P.A. for the Trail Planning and Design for Rich Fork Preserve at a cost not to exceed $42,000, and authorize staff to proceed with the purchase order.
