RESOLUTION IN SUPPORT OF GUILFORD COUNTY SCHOOLS
AS A SAFE HAVEN FOR TEACHING AND LEARNING

WHEREAS, the Guilford County Board of Commissioners supports our Guilford County School system in providing safe havens for teaching and learning; and
WHEREAS, bullying in schools is a pervasive problem that can have negative consequences for the school climate and for the right of students to learn in a safe environment without fear, and one that can have negative lifelong consequences, both for students who bully and for their targets; and
WHEREAS, bullying other children and being the target of bullies are considered risk factors for youth violence by the National Center for Injury Prevention and Control (of the Centers for Disease Control and Prevention) and other relevant organizations, and bullies whose behavior goes unchallenged risk ending up as violent adults, engaging in domestic violence and child abuse; and
WHEREAS, students and staff should also be reminded that our country abides by the most fundamental right of a democracy: civil debate; allowing citizens to freely express their concerns and beliefs, and discuss important issues in a neutral, impartial environment; and

WHEREAS, our classrooms and schools should serve as safe havens for civil debate and discussion, where students learn the importance of creating a welcoming, inclusive setting that discourages intimidation, violence and infringement upon the rights and beliefs of others; and
