BACKGROUND
Background
Over the last five (5) weeks, DHHS-Social Services Division (DSS) has maintained a processing timeliness rate of 97-99% for Food & Nutrition Services (FNS) applications. We are required to maintain a timeliness rate of 95% for FNS recertifications. Guilford County's weekly performance consistently remains above the state's average, as well as above the average rate for urban counties.

Unprocessed cases:
According to the United States Department of Agriculture (USDA), there is a requirement of 95% timeliness rate for recertifications. For the month ending August 31, 2016, 125 cases went overdue (The final percentages of overdue cases for the month ending August 31, 2016 is pending from the state, so therefore, it is unknown if we have met the USDA’s expectations of timeliness). In the past, we were reporting the state’s expectations, hence the change in the percentages of overdue cases from prior months.

Training:
Six (6) eligibility caseworkers have recently completed training and have transitioned to the floor with mentoring and limited caseloads. There were (4) eligibility caseworkers in training during the month of August.

Turnover:
As we are now tracking turnover specifically for this department. The turnover for the month of August are:
Two (2) voluntary resignations.

These turnovers have created vacant caseloads. This, coupled with the volume of cases due, has increased the need for mandatory overtime for staff.

Caseloads:
As requested, information regarding active caseloads in Economic Services is provided in the presentation. Our FNS active caseloads has decreased this past year, specifically pertaining to Able-Bodied Adults without Dependents (ABAWD’s).
