BACKGROUND

Background

The federal government has been shut down since October 1, 2025. In North Carolina, counties serve as the arms of the state government, meaning funding is passed through state agencies and locally administered. Staff will provide an update on the federal shutdown and anticipated impacts to County departments and services.

 

Specific programs discussed will include:

                     The Food and Nutrition Services program within Social Services, referred to as the Supplemental Nutrition Assistance Program (SNAP) federally, provides over $15.5 million in monthly food benefits to 41,845 qualifying households in Guilford County. The United States Department of Agriculture has ordered a pause on all November SNAP benefits until further notice due to the federal government shutdown. The County’s role of processing applications will continue until the State provides additional direction.

 

                     The Women, Infants and Children Program (WIC), within Public Health, provides healthy foods, breastfeeding support, and nutrition education to 13,670 pregnant, postpartum, and breastfeeding women, infants, and children up to age five (5).  Benefits, totaling $1.2 million per month. There is currently enough funding to continue the program through November 30.
