BACKGROUND
Background
It was brought to the County’s attention that the governing documents for the Animal Services Advisory Board (ASAB) were not in place. Upon review, the Clerk’s Office determined that while draft Rules of Procedure had previously been distributed to the advisory board, no formal by-laws had ever been adopted or approved by the Board of County Commissioners.
To correct this oversight, the Clerk’s Office met with advisory board members on May 8, 2025 and conducted training on the establishment of by-laws and general board governance requirements. During this session, members reviewed by-laws from other jurisdictions and participated in a mission and vision-setting exercise to ensure the new by-laws accurately reflected the purpose and scope of the ASAB.
Following the training, the Advisory Board discussed key elements they wished to see incorporated into the new document. Draft by-laws were subsequently prepared and shared with the Advisory Board, which met again at their July Board meeting to review and provide additional feedback. After incorporating revisions based on member input, the draft by-laws were submitted to the County Attorney’s Office for legal review and final revisions.
The final version of the Animal Services Advisory Board By-Laws has been reviewed for consistency with those of the County’s other boards and commissions, ensuring alignment with the Guilford County Boards and Commissions Policy and established governance practices. The document has been shared back with the Advisory Board and is now presented to the Board of County Commissioners for formal approval and adoption.
