BACKGROUND
Background
The Juvenile Crime Prevention Council (JCPC) adopted its FY2025 funding plan earlier this year. Subsequently, one of the funded programs, Children’s Hope Alliance - Barium Springs STOP Program, notified the JCPC that it would cease operations effective September 30, 2024. The program had an original total budget of $313,152 across all funding sources. Following the program’s closure, the Board of County Commissioners (BOCC) approved adjustments to the FY2025 funding plan on November 21, 2024. These adjustments reflected the reduction of $39,750 in JCPC funds and $3,000 in County funds previously allocated to the STOP Program, as well as a reduction of $234,969 in State and Federal funds.
At the time of the program's closure, an unspent balance of $42,750 remained, consisting of $39,750 in JCPC funds and $3,000 in County funds. These funds are now eligible for reallocation to a JCPC-approved program following the completion of a Request for Proposals (RFP) process. The JCPC has selected a new program, the Treatment Alternative for Sexualized Kids (TASK), to receive these funds. TASK is designed to provide specialized evaluation, treatment and intervention services to the youth of Guilford County. They estimate to serve 6-8 youth for the remainder of FY2025. TASK has undergone JCPC review and approval.
To proceed with the reallocation, the JCPC and BOCC must amend the FY2025 JCPC funding plan to reflect these changes. This adjustment allows the unspent funds to be redirected to the new program while adhering to state funding deadlines.
