BACKGROUND
Background
The ICC and NC Building Code now require commercial buildings to have in-building coverage for cellular and public safety band radios. This was done to ensure 911 access and public safety responders to be able to communicate. The result is Bi-Directional Amplifiers (BDA's) and Distributed Antennae System (DAS) are being installed at a much higher rate than previous, and have the potential to cause interference on the joint Greensboro-Guilford County public safety trucked, simulcast 800 MHz radio system. As part of the approval process for the BDA's and DAS, the system owners have to confirm the devices are installed and "in spec" for transmission frequency range without causing interference on the radio system. This is done with the PCTEL SeeHawks that are installed at numerous radio towers to monitor and triangulate interference.

As part of the joint ownership and maintenance agreements with the City of Greensboro, the County agrees to fund 50% of critical infrastructure. The City has already purchased three (3) identical devices, and we are adding three to make six (6) total in the system. This is a sole source purchase, in that all devices must work together as one system. The County quote is identical to the price paid by the City of Greensboro. The provisions for this purchase were included in amendment 15 of the interlocal maintenance agreement with the City of Greensboro, approved by the Board on September 21, 2023, and has been vetted by Guilford County Purchasing. Funds were included in the FY24 departmental budget.
