BACKGROUND
background
During the Board of Commissioner Work Session on August 9, 2022, the Guilford County Board of Commissioners (BOCC) allocated $5.5 million in SLFRF ARPA funding to the Town of Pleasant Garden for a water and sewer infrastructure project. On January 18, 2024, the BOCC adjusted the funding source for the project from federal SLFRF ARPA funds to ARPA Enabled County funds.
Additionally, the State of North Carolina allocated $5.4175 million through the Operations Appropriations Act of 2023 to the City of Greensboro for the Town of Pleasant Garden water and sewer infrastructure project.
On September 3, 2024, the Town of Pleasant Garden and the City of Greensboro executed an interlocal agreement titled “Interlocal Cooperation Agreement for Water and Sewer Services,” to govern the implementation of this project.
On October 7, 2024, the Town of Pleasant Garden Town Council approved this interlocal agreement with Guilford County.
This agreement will provide the funding to the Town of Pleasant Garden to support Phase 1 of the Pleasant Garden Business District water and sewer infrastructure project which includes 16,500 LF of 16” water main down Pleasant Garden Rd. Phase 1 may additionally include components such as a gravity sewer, force main, sewer lift station, and encasements to be determined during the design phase of the project. The water system will connect to the Greensboro water system at Ritters Lake Rd. This proposed system will provide 3000 GPM light industrial fire flow and 1 MGD total water demand
The period of performance on this agreement is October 1, 2024, to December 31, 2027. The initial estimated schedule for the project anticipates that permitting, design, and bidding will occur from October 2024 till June 2026 and construction will run from August 2026 till Septemb...
