BACKGROUND

Background

In August of 2022, the Guilford County Board of County Commissioners allocated a total of $885,133 in ARPA funds to the Guilford County Food Security program. The funds are currently split between ARPA Enabled funds and federal funds. In December of 2024, staff brought an item to the Board to obligate the remainder of the federal funds by the December 31 deadline set by the Treasury. After the obligation deadline was met by the County, a $4,669 refund was received in the Food Security budget within professional services due to the fellowship associated with the contract ending earlier than initially projected.

 

The $4,669 must be re-obligated in order for the County to remain compliant with federal guidelines. Staff is recommending that the funds be re-obligated from professional services to personnel in order to continue to support Food Security positions which are eligible to use federal funds through December 2026. Currently, funds for Food Security personnel are expected to be fully expended by June 30, 2026.
