BACKGROUND
Background
Emergency Services is seeking to purchase five (5) chassis as replacement chassis for current Emergency Services ambulance units with over 250,000 miles. With the dramatic increase in the costs of new ambulance boxes from $146,500 to greater than $255,000, this item is requesting to remount existing boxes on two (2) chassis that were purchase direct from Ford (purchase approved during the Board's September 5, 2024 regular meeting). This will remount one (1) transport ambulance on a Ford F550 chassis and one (1) quick response medic ambulance on a Ford F450 chassis.

Emergency Services worked with Purchasing staff to define the scope of the remount process and secured pricing the HGAC Buy purchasing collaborative with Northwestern Emergency Vehicles located at 268 NWEV Drive, West Jefferson, NC 28694 at a price of $130,604 per unit, or a total commitment of $261,208. The unit boxes will be moved to new chassis with new paint, lights, trim and upfit of the ambulance box with new suspension, floors and upholstery, as well as repair of any issues. This contract was reviewed by MWBE and their approval is attached. Northwestern Emergency Vehicles is the local North Carolina dealer and authorized repair facility for American Emergency Vehicles, which manufactured the original ambulance boxes.

Vehicle replacement funding was presented to the Board of Commissioners during their July 18, 2024 work session and funding in the amount $1,665,000 was appropriated to Emergency Services during their September 5, 2024 regular meeting. The Board adopted a reimbursement resolution and the County will seek financing for these items at a future date. This action is consistent with the information presented in these items.
