BACKGROUND
background
The City of Greensboro and Guilford County have a long standing agreement for provision of a joint 911 system (Guilford Metro 911 or GM911). When County operations were transferred to the City of Greensboro in 2007, the Meadowood facility was converted into a "hot site" for GM911. Recent changes in NC law are now requiring that ALL 911 centers have a back up or "hot site" and Rockingham County would like to co-locate with GM911 at the County facility.
Senate Bill 797 requires all public agencies operating 911 centers (known as Public Safety Answering Points (PSAPs)) to have an alternate plan for taking 911 calls in the event that a primary PSAP cannot receive and process those calls. North Carolina PSAP's answered 6.9 million 911 calls last year; however, outages at twenty-one (21) PSAPS resulted in sixty-two (62) hours with no 911 service.

Approve an interlocal agreement, in substantial form, as attached hereto, with the City of Greensboro and Rockingham County for Rockingham County to co-locate in a back up 911 center within the existing County facility.
