BACKGROUND
Background
At the October 28th Homelessness Taskforce Meeting, community partner organizations from across the NC 504 Continuum of Care presented funding requests to support winter shelter, white flag, and other operational and program capacity needs. Challenges and opportunities across each organization were discussed in detail. At this time, staff is presenting a funding request for the Board of County Commissioner's consideration for High Point Housing Authority in the amount of $60,000.

High Point Housing Authority is currently in the process of acquiring a Permanent Supportive Housing (PSH) program from another CoC provider organization. HPHA has adopted the previous provider's budget, and additional funding is needed during this transition period to hire a PSH Specialist to provide case management and supportive services for program participants. Permanent supportive housing programs are defined by the Department of Housing and Urban Development (HUD) as permanent housing in which housing assistance (in the form of long-term leasing or rental assistance) and supportive services are provided to assist?households with at least one member (adult or child) with a disability?in achieving housing stability.

This request would utilize ARPA Enabled funds that were allocated to the Homelessness Taskforce in 2022. As part of the allocation of American Rescue Plan Act (ARPA) funding, certain priorities were authorized under revenue replacement and accounted for in the ARPA Enabled Fund. The Homelessness Taskforce is one of these funding priorities allocated in ARPA Enabled.
