BACKGROUND
background
On December 4, 2024, Blum Construction received bids for Voice/ Data/ CATV as part of their efforts to generate the Guaranteed Maximum Price (GMP) to complete the Lee's Chapel Residential Center renovation. Three bids were received in the amounts of $20,992, $109,488, and $287,095. After Blum’s scope review with the three bidders, it was apparent that the scope of work needed to be refined to allow more complete and accurate bids. As timing was of the essence for the approval of the Blum GPM to begin work, a re-scope and bid by Blum was not feasible. Blum and Guilford County rejected these bids and excluded the Voice/Data/CATV element from the Blum GMP.
Guilford County worked with the treatment service provider Daymark to create a better-defined bid package. Guilford County Purchasing advertised this for bid to be funded by the Lee's Chapel Residential Treatment Center Renovation capital ordinance. Blum Construction will coordinate the installation as part of the renovation effort.
The opening of the bid was scheduled for March 26, 2025, and two (2) responsive bids were received and opened. The responsive bids are listed below:

Of the two (2) bids received, KNC Technologies LLC was the apparent low bidder with a bid of $121,133.86.
