BACKGROUND
Background
On October 14, 2025 the Guilford County Board of Education (“the Board”) declared the property known as Laughlin Education Center at 7911 Summerfield Road Summerfield, NC of approximately 11.73 +/- acres, unnecessary for public school purposes, and therefore surplus property, pursuant to N.C.G.S. §115C-518.
The Laughlin Education Center identified as pin 7839177661 consists of 11.73 acres as having been declared surplus by the Guilford County Board of Education. The property declared as surplus was acquired by the Board of Education pursuant to the deed recorded at Deed Book 1388, Page 155 in the Office of the Guilford County Register of Deeds and depicted on Plat Book 104, Page 68 of the Registry.
Consistent with the requirements of N.C.G.S. §115C-518, the Board of Education is offering the property to the Board of County Commissioners (BOCC) in the event the BOCC desires to purchase the property for fair market value. If the BOCC does not purchase the property, the Board of Education will proceed with the process for the disposition of public property outlined in the General Statutes.
County staff has performed an assessment of the property for potential uses. It is our opinion that Guilford County has no current need of the property in question.
The proceeds from the sale of property must either be applied to reduce the county's bonded indebtedness or for capital outlay purposes, pursuant to N.C.G.S. §115C-518. The Board of Education requests that the clear proceeds from such sale be applied to the purchase of the Green Valley Central Office facility in accordance with the Interlocal Agreement Regarding the Purchase and Funding for GCS Central Office Site E adopted by the Guilford County Board of County Commissioners (BOCC) on March 21, 2024.
