BACKGROUND
Background
As part of the 2/3rds bonds funds capital projects, the County entered into a Design-Build contract with WxTite to remedy water infiltration issues in several County buildings. The funding for the waterproofing contract was split between the Greensboro Detention Center, High Point Detention Center, High Point Plaza, Greensboro Public Health Building and Greensboro Courthouse. These projects are now complete with a significant amount of funds remaining in the High Point Plaza portion of the project.

Originally the HP Detention Center capital ordinance scope included waterproofing, roof replacement, generator replacement and HVAC renovations. Previously, the Board directed that funding be reallocated to the LE Admin capital ordinance, reducing the HP Detention Center capital ordinance. There are two major projects that remain to be completed at the HP Detention Center. Certain HVAC equipment replacements are still required. Additionally the High Point Detention Center elevators are in need of major renovations. In the past year, the failure frequency of the elevators has jumped up dramatically. These failures presented operational issues for the jail staff, and repairs are no longer viable given the age and condition of the equipment. The reallocated funds will be to perform required design work and bidding to renovate the HVAC and elevators. The funds should also cover the cost of construction for the HVAC renovations. The elevator renovations are expected to require another funding mechanism due to the size of the project. The design efforts would begin immediately and the bidding should begin by June of this year.
