BACKGROUND
Background
A legislative agenda establishes the County’s priorities for proposed changes to state and federal laws, funding, and policies that affect county operations. It provides direction to the Board of Commissioners, County staff, and legislative delegation when considering or advocating for legislation.
The North Carolina Association of County Commissioners (NCACC) develops a statewide legislative agenda before each legislative biennium through a member-driven process. Counties may submit proposals approved by their boards of commissioners, after which the proposals are reviewed through NCACC’s steering committees and membership process. The final agenda is adopted by county delegates at the NCACC Legislative Goals Conference and guides the Association’s advocacy on behalf of North Carolina’s 100 counties.
