BACKGROUND
Background
During their work session on April 6, 2023, the Guilford County Board of Commissioners approved funding for eight (8) Continuum of Care partner organizations for work in the areas of HMIS, Coordinated Entry, Case Management and other Program Costs. This funding was allocated from the total $8 million in ARPA enabled funds allocated to the Homelessness Taskforce.

Under this allocation, Partners Ending Homelessness (PEH) was awarded a total of $372,272 for HMIS ($137,551), Coordinated Entry ($194,721), and Case Management ($40,000).

Based on staff review during contract development, PEH determined that the $40,000 allocated for case management did not align with their current needs and operations. PEH submitted a request to revise the scope of work to better align this funding with an identified gap in coordinated entry and emergency support for people experiencing homelessness.

The funding allocation for the revised scope of work maintains the total award amount of $372,272 and adjusts the allocation across the specific areas of work to HMIS ($137,551), Coordinated Entry ($213,614), and Program Costs ($21,107).

The increase in funding to Coordinated Entry would be used to hire a part-time weekend Coordinated Entry System Navigator to answer the Coordinated Entry line and email requests for service over the weekends. The part-time weekend Coordinated Entry System Navigator will provide resources and access to housing assessments on Friday afternoons, Saturdays and Sundays, during the day. The increase in funding to Program Costs would be used to provide emergency hotel vouchers for up to a three-night stay for people meeting the following criteria: (1) experiencing street homelessness, (2) elderly, (3) have mobility issues, physical health disability, mental health disability, and/or (4) a family with children.
