BACKGROUND
Background
Guilford County Transportation Services has received FY 2025 Community Transportation Program (Section 5311) funding from the Federal Transportation Administration via the NC Department of Transportation (NCDOT). These funds can be used to replace, rehabilitate, and purchase buses, vans, and related equipment. The amount of the grant is $1,287,000 with a 10% county match for a total of $1,430,000. NCDOT has identified eleven (11) of the twenty-one (21) total County transportation vehicles that it will contribute grant funding to replace. Staff have identified a need to replace only five (5) transportation vehicles in the current fiscal year for a total amount of $539,682; the grant funds used will total $485,714 and the 10% County match will total $53,968. The grant funds need to be appropriated to the FY 2024-25 budget. County match funds will come from existing budgeted funds via fuel savings. If County desires to replace the additional six (6) vehicles identified by NCDOT, and allocate the remaining 5311 capital grant (approximately $800K), then staff will need to file an extension with NCDOT by June 30, 2025, otherwise the remaining 6 (six) will be included in the FY 2026 5311 grant application.
Staff reviewed various options under existing NCDOT rolling stock contracts including base price plus itemized options and upfits. Transportation is utilizing the state contract exemption under G.S. 143-129(e)(9) to purchase five (5) vehicles from Interstate Transportation Sales and Service Inc. for $107,936.39 each for a total cost of $539,681.95.
