BACKGROUND
Background
The TA Truck Stop (aka the "TA Travel Center") is located at 1101 NC Highway 61, Whitsett, NC 27377-0218. In 2005, the City of Burlington ("COB") annexed the territory in which the Truck Stop is located. Following the annexation by Burlington, the Guilford County Sheriff's Office ("GCSO") continued to provide law enforcement services for the Truck Stop. This was done pursuant to an agreement executed by Guilford County and Burlington, effective July 1, 2005. The initial agreement (see first attached PDF document) ran from July 1, 2005 through May 30, 2022 until it was replaced with an amended agreement on June 1, 2022 (see second attached PDF doc). Under the amended agreement, the duties for providing law enforcement services at the TA Truck Stop are presently split between the GCSO and Burlington PD ("BPD"), depending on the specific type of call for service.
The TA Truck Stop lies in the GCSO's District 2 which is our most active law enforcement district. Although the GCSO responded to only 124 calls at the Truck Stop in 2024, those responses added to the workload of our Deputies. In light of the forgoing changes in circumstance, the GCSO is requesting the BOCC's consent and approval to terminate the existing agreement and end the GCSO's obligations under the existing agreement.
There are four parties/signatories to the existing agreement-Guilford County, the GCSO, City of Burlington, and the Burlington Police Department. Per its terms, the existing agreement can be terminated by any party by providing ninety (90) days' advance notice to the others.
