BACKGROUND
Background
Up until July 1, 2009, employees who were hired or rehired as full-time benefit eligible employees with Guilford County were eligible to continue their insurance coverage after retirement at various contribution levels based on their total years of service with Guilford County. Following Board action at the time, any full-time benefit eligible employees hired on or after July 1, 2009 are not eligible to continue insurance at retirement.
Due to this, retirees who may have wanted to return to the County in a full-time benefited capacity would lose their retiree health insurance benefits. As is the case with all other full-time benefit eligible employees hired after July 1, 2009, previously qualifying retirees who might be rehired would no longer qualify for the insurance benefits when separating from the County a second time.
For retirees that have qualified for the retiree health insurance benefit already, the attached modification to the retiree health insurance resolution is proposed to allow retirees who are rehired after retirement to a full-time capacity to preserve their eligibility for insurance benefits at the same rate that they originally qualified for after a subsequent retirement. Retirees whose contribution level was accelerated through a Voluntary Enhanced Retirement would not be eligible to return to full-time employment under these terms.
