BACKGROUND
background
To support the initiative of renovation of the Gibson Park ADS facility into a substance use disorder treatment center for women with children, an advertisement for Qualification Packages was distributed on April 1, 2025, to solicit a Design proposal for necessary renovations. Qualifications were received on April 24, 2025. Six (6) firms submitted qualification packages and all were deemed responsive by the Purchasing Department. The firms responding were:
A. CPL Architects and Engineers, PC
B. HH Architecture
C. Integrated Design, PA
D. SDV Décor, LLC
E. Walter Robbs Architects - a Michael Graves Company
F. West and Stem Architects
The proposals were reviewed by a team of County staff from Behavioral Health, Administration, SBED, Facilities, and Purchasing during the week of April 28, 2025. Three (3) firms were invited to an in-person interview and presentation of their qualifications. They were:
· CPL Architects
· Walter-Robbs Architects
· West and Stem Architects
The County team evaluated both written proposals and the interview presentations using the following criteria:
1. Specialized or appropriate expertise in trauma informed residential recovery projects, highlighting any women with children project(s) and DHSR licensures.
2. Current workload and state/local government projects awarded. Demonstrate the ability to immediately commit the required expertise to the project. Time is of the essence and the team must be dedicated to the evaluation and design efforts accurately and rapidly.
3. Demonstrate the ability to assemble a comprehensive, well-coordinated set of construction documents
4. Ability to engage with historically underutilized business (HUB) entities in design and bid package preparation
5. Recent experience with project cost and scheduling
