BACKGROUND
Background
Pursuant to NC General Statute 115C-426(f), “No contract for the purchase of a site shall be executed nor any funds expended therefor without the approval of the Board of County Commissioners (BOCC) as to the amount to be spent for the site.” The Board of Education considered and approved this purchase on November 18, 2025, and is now requesting BOCC approval to purchase 129.659 acres of land for $6,684,632.
The properties for consideration under this agenda item are being purchased for construction of Northwest Middle School. The land will be purchased from local bond proceeds currently authorized and appropriated in connection with the existing Land Acquisition project ordinance approved on April 15, 2021. Following approval by the Board of County Commissioners, the Board of Education intends to exercise its option to purchase the site.
Guilford County Schools staff provided the following breakdown of the proposed purchase:

*NOTE: Seller of Tract 5 owns 29.99 acres; Agreement of Purchase and Sale includes provision for the carve-out of 2.5 acres for Seller to retain homestead property. A boundary survey of Tract 5, including the carve-out for the Seller homestead, is included attached as Exhibit A-1.
**NOTE: A master boundary survey of all 5 Tracts is attached as Exhibit A-2; Master boundary includes additional 2.5 acres that will be subdivided and retained by Seller as shown on Exhibit A-1.
