BACKGROUND
Background
The NC Department of Health and Human Services (NC DHHS) released updated guidance on standard and cost-modeled foster care and adoption service rates and a list of private agencies that are eligible for the Cost Modeled Rates for FY 2022-23. The standard rates were set in January 2022 and will unchanged for FY 2022-23. They apply to licensed placements with, but not limited to, family foster homes, therapeutic family foster care services, and residential treatment (level 2) as well as with any providers NOT participating in the cost-modeled rates for services. The Cost Modeled Rates are determined through an annual cost finding and rate setting process that is above the standard board rate. These standardized rates for agencies providing services under Cost Modeled Rate Status were set for FY 2022-23.
The County has 468 children in care as of July 31, 2022 with about 60% in foster homes or with relatives and the other 40% in group or therapeutic homes and other placements based on the individual circumstances and needs.
