BACKGROUND
Background
The Parks Department seeks approval for the allocation of funds to construct a new golf operations building at Bur-Mil Park, located at 5834 Bur-Mil Club Road. The proposed facility will function as a centralized hub, supporting the registration of golfers for the par 3 course, managing driving range activities and facilitating golf ball distribution.

The previous golf building, constructed in 1958, was demolished in 2023 due to its outdated condition and prohibitive repair costs. Currently, golf operations are being run from a temporary modular structure that lacks essential spaces for registration, efficient golf ball distribution and centralized management. With a growing number of golfers using the par 3 course and driving range, there is a pressing need for a modern, purpose-built facility.

The proposed building will enhance operational efficiency and significantly improve the visitor experience by providing a dedicated area for golfer check-ins, streamlined driving range services and a central administrative hub for golf activities. This project aligns with the County's core values of "Our People Matter" and "Service and Outcomes Excellence". Furthermore, constructing the new facility has been identified as a strategic recommendation in the Parks, Trails and Open Space Comprehensive Master Plan.

The Parks Department, in collaboration with Finance, identified savings from completed projects that are restricted for park projects from prior general obligation bonds, which can be reallocated for this purpose, with Board of Commissioners' approval. The Facilities Department estimates the total project cost at $635,000, which includes the following scope of work:

- Design and Architectural Services
- Construction Costs (Materials and Labor)
- Utility and Infrastructure Connections
- Furnishing and Equipment for Operational Use
