BACKGROUND
Background
In 2024, the City of Greensboro (“City”) used its 2024 Federal Community Development Block Grant (CDBG) and local Nussbaum Housing Partnership (NHP) funds to provide grant funding to organizations addressing the needs of City residents who were homeless or at imminent risk of homelessness.
In response to that grant opportunity, the Guilford County Sheriff's Office (GCSO) Re-Entry/Diversion Program applied for and was awarded $45,000 in grant funding from the City of Greensboro to assist persons who were being released from the Greensboro Detention Center, either through a diversion or after serving their sentences, and who were also diagnosed with a serious mental illness and/or a substance use disorder. This group of Guilford County citizens are a unique population who are very much in need of housing assistance. For grant purposes, these former inmates were eligible for this form of assistance because they met the U.S HUD definition of “homeless” under 24 CFR 576.2 (iii)(F), which includes those "exiting a publicly funded institution, or system of care (such as a health care facility, a mental health facility, foster care or other youth facility, or correction program or institution." The City’s grant did not require matching County funds.

The Guilford County BOC approved receipt of this grant on 8/15/2024. To memorialize this grant, an Interlocal Agreement and separate Subrecipient Agreement were executed by the City and County. The grant’s original performance period was July 1, 2024 to June 30,2025. Due to funding delays, the GCSO’s Re-Entry/Diversion program was unable to spend the full $45,000 by June 30, 2025.
