BACKGROUND
Background
The County contracted with TEKsystems, Inc., an Allegis Group Holding company, on July 1, 2022 for a 12 month term ending June 30, 2023 for Information Technology (IT) ad-hoc technical staffing. This continued an annual practice that had been occurring since at least 2015. The use of ad-hoc technical staffing allows the County to address, among other needs, highly specialized or time-limited surge demands for software development or maintenance along with other highly specialized or time-limited surge demand hardware deployment or maintenance. Examples of how the County could address peak workloads might be significantly reducing development time for a needed software solution or deploying 300 laptops in three (3) months rather than six (6) using only internal staff.
Staff conducted an RFP on April 25, 2023 to ensure the County was contracting with the best supplier for our IT ad-hoc technical staffing needs. Sixteen (16) proposals were received and TEKsystems, Inc. was selected as best meeting County requirements. Staff are recommending contracting with TEKsystems, Inc. for a Price Only contract with an annual expense not to exceed $200,000 per year for three (3) years beginning November 1, 2023, and ending on October 31, 2026 for a total not to exceed $600,000, with two one-year extension options at the discretion of the Board. Position titles and hourly rates are shown in the Cost Proposal Form. The County will not be financially committed by this contract to purchase any minimum amount of services.
