BACKGROUND
background
Guilford County and the City of High Point have a longstanding partnership for the provision of animal shelter and control services. In 1955, the North Carolina General Assembly authorized Guilford County, the City of Greensboro, and the City of High Point to jointly construct and operate an animal shelter. In 2011, that arrangement was revised with Guilford County assuming full financial responsibility for shelter operations. The City of High Point held a one-eighth ownership interest in the prior shelter, but recently transferred that ownership to the County at no cost to support permanent supportive housing.
Under the proposed interlocal agreement, Guilford County will continue to operate and maintain full financial responsibility for the Guilford County Animal Shelter and provide shelter services for animals delivered by the City of High Point.
The City of High Point will continue to enforce its animal control ordinances and provide animal control services within its corporate limits. The City will also use the County’s designated animal shelter database to provide accurate and timely intake information for animals placed in the County’s custody. The agreement will be effective from July 1, 2026, through June 30, 2027.

Approve the interlocal agreement with the City of High Point in substantial form for the provision of animal shelter and control services for the period of July 1, 2026 through June 30, 2027, and authorize the County Manager or designee to execute the agreement and any related documents.
