BACKGROUND
background
The Guilford County Division of Public Health seeks approval to enter into an interlocal agreement with the Forsyth County Department of Public Health to co-implement the state-funded Improving Community Outcomes for Maternal and Child Health (ICO4MCH) Community Impact Grant.
The ICO4MCH initiative focuses on three core aims:
Improving Birth Outcomes
Reducing Infant Mortality
Improving the Health Status of Children Ages 0–5
Guilford and Forsyth Counties will implement the following evidence-based strategies aligned with these aims:
Improving Preconception and Interconception Health
10 Steps for Successful Breastfeeding
Positive Parenting Program (Triple P)
Guilford County received ICMCH funding for three fiscal years starting in FY2024. FY2026 is the third year and the award amount for this year is $500,000 for the multi-county collective impact grant, which includes:
$298,192 for Guilford County (including funds for an ICO4MCH Grant Coordinator and one Community Health Worker)
$201,808 to be subcontracted to Forsyth County through this interlocal agreement
This interlocal agreement strengthens inter-county collaboration and supports sustainable, systems-level strategies to improve reproductive and child health outcomes. Under the terms of the agreement, Guilford County will serve as the fiscal agent and subcontract $201,808 to Forsyth County. Funding will be allocated as follows:
$84,877 – Salary and fringe benefits for a Community Health Worker
$ 7,900 – Supplies, monthly telephone, mileage, and worksite incentives to promote lactation-friendly spaces
$12,000 – Perinatal and Maternal Health Conference, ongoing breastfeeding training, and participation in the Association of Matern...
