BACKGROUND
Background
On April 10, 2025 the Federal Emergency Management Agency (FEMA) and NC Floodplain Mapping Program (NCFMP) issued a Letter of Map Revision (LOMR) Case No. 24-04-2368P to Guilford County (FEMA Community ID #370111) and City of Greensboro (FEMA Community ID #375351) that revises the Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) for Guilford County along the Brush Creek (Stream No. 54) and Brusch Creek Tributary as associated with the completed Piedmont Triad International Airport Runway 5L/23R (NC-24-885) project by the Piedmont Triad Airport Authority. The runway and taxiway project included several large box culverts on Brush Creek (Stream No. 54) and Brush Creek Tributary within the 100-year Floodplain to convey stormwater runoff below the new Runway 5L/23R and Taxiways D, E, and H (see Affected Area Exhibit attached).
The revisions to the FIRM & FIS described in the LOMR are based on the surveyed as-built conditions of the completed project and associated hydraulic analysis of the floodplain. The County must adopt the LOMR as required by FEMA and the Code of Federal Regulations CFR 60.3(d). The attached April 10, 2025 FEMA/NCFMP Cover Letter and LOMR Determination Document includes the Public Notification of Revision and the Revised to Reflect LOMR Effective August 25, 2025 FIRM Panels (maps) #7815, #7816, #7825, and #7826. Adoption is required within 90 days of the August 25, 2025 Effective Date of the LOMR per Guilford County Unified Development Ordinance (UDO) Section 9.3.D.2.
