BACKGROUND
Background
The Guilford County Sheriff's Office utilizes in-car, laptop computers for its sworn deputies to carry out every day duties. These computers are known as MCTs. The Sheriff’s Office uses three (3) different MCTs. The different MCTs currently in use are the Panasonic CF-31, the Panasonic FZ-40, and the Dell Ruggedized. The majority of the systems and programs used by the Sheriff’s Office computers will require the computers to be upgraded to Windows 11. Also, in order for Sheriff’s Office computers to be Criminal Justice Information Services (CJIS) compliant, they must have Windows 11. All computers which access Criminal Justice records must be CJIS compliant. The mandatory upgrade date to Windows 11 is October 14, 2025. After that date, Windows 10 will not be supported by Microsoft. The Panasonic CF-31 computer is not Windows 11 compatible. The Sheriff’s Office needs to replace the 180 CF-31 computers it is currently using.
The Sheriff’s Office is requesting approval to purchase 180 Getac S510 rugged computers to replace the CF-31 computers. The purchase includes the 180 Getac S510 laptops, the accessories, in-car docking stations, in-office docking stations and labor for installation.
The computers are being purchased from GovDirect, Inc. through NC state contract NC204B - Mobile Ruggedized Computers for a total cost of $737,640 and the Bid Waiver Justification has been approved by the Finance Department.
