BACKGROUND
Background
The North Carolina Association of County Commissioners (NCACC) YouthVoice program is a statewide youth leadership initiative that brings together teens aged 14-19 from 4-H clubs and Boys & Girls Clubs to engage with local government and learn about county leadership. Held annually during the NCACC Conference in August, YouthVoice introduces participants to the role of county commissioners, the budgeting process, and civic responsibility through hands-on activities like the "Bottom Line!" budget simulation and the Real Colors personality workshop. Delegates are nominated by their local organizations and must speak at a Board of County Commissioners meeting and submit a photo with commissioners to qualify.
YouthVoice provides a unique opportunity for young leaders to network with county officials, participate in interactive workshops, and share their perspectives on local governance. Since its launch in 2010, the program has hosted hundreds of youth from nearly all of North Carolina’s counties. The event is fully sponsored by NCACC and emphasizes leadership development, communication skills, and real-world policy insight. The 2025 summit will be held August 22-23 in Pitt County during NCACC’s 118th Annual Conference.
