BACKGROUND
Background
There was a request to the Guilford County Commission on Aging (COA) from Adult Center for Enrichment Center (ACE) to consider including an administrative fee of 20% per unit of service for Adult Day Care HCCBG. Currently the state maximum rate for daily care is $33.07 per day, per participant for adult day care. One unit is equal to one day of services (6-8 hours). On May 25, 2017, Guilford County’s Commission on Aging Board approved an administrative fee (20%) to be added to the unit rate for HCCBG/ ADC services increasing the unit rate to $39.67.
This rate increase per unit will have a significant impact on HCCBG/ADC services.
Total funding approved for 2017-2018 for HCCBG ADC services is $262,117.00 (including county match). The administrative fees total $52,423.40 (20%). The amount of the fees that will be charged supports 1,585 units of service at $33.07.
A total of 6,607 units can be provided annually at the rate of $39.67. Current units provided annually are 7,925. The rate increase will require a reduction by 1,318 units.
Guilford County Currently serves 33 HCCBG ADC participants (28 Fulltime and 5 Part Time). This increase will impact 85% of participants, resulting in 28 Full Time HCCBG recipients losing one day of service per week for 2017-2018. To date, HCCBG has an inquiry list with 53 named Guilford County citizens waiting for services.
