BACKGROUND
Background
Based on final accounting for the FY24 One Step Further and Youth Focus funding budget, both programs owe the North Carolina Department of Public Safety (NC DPS) refunds. The identified programs are in the process of returning their refunds owed for the County to reimburse NCDPS for a total amount of $21,638.14. Because the entire project budget has been expended, a budget amendment is needed for the County to issue the refund check to the State. The attached revision to the funding budget for FY 2023-24 reflects changes as a result of realignment of the line item budget to sync with FY24 Final Accounting from the North Carolina Department of Public Safety (NC DPS) for the following organizations:
1. One Step Further- Traffic Diversion
-Refund to NCDPS from program $5,624
-Refund from GC fund balance $0
-Total refund back to NCDPS $5,624
2. Youth Focus - HEARTH Transitional Living Program
- Refund to NCDPS from program $16,014.14
- Refund from GC fund balance $0
-Total refund to NCDPS $16,014.14

Requested Action
Authorize amendment to the grant project ordinance for FY24 NCDPS One Step Further to increase the appropriation by $5,624 and increase federal/state funds by $5,624; and authorize amendment to the grant project ordinance FY24 NCDPS Youth Focus Grant to increase the appropriation by $16,015 and increase federal/state funds by $16,015.
