BACKGROUND
Background
The Microsoft Enterprise Agreement includes the Windows desktop Operating System, Windows Server, Microsoft Office 365, Power BI Pro, Visio Pro and other enterprise server and individual licenses.
Microsoft Office 365 includes Microsoft Outlook, Word, Excel, PowerPoint, Staff can choose to use the Cloud version or desktop version of these applications. Also included are OneDrive, Teams, SharePoint and several other utility applications.
The existing Microsoft Enterprise Agreement contract with SHI International Corp was approved by the Board of Commissioners on September 2, 2021, for a three (3) year term, with an effective date of October 1, 2021, and an expiration date of September 30, 2024.
Staff is requesting approval of the agreement with SHI International Corp (pricing, terms and conditions based on NC State contract 208C) for three (3) years beginning October 1, 2024, and ending on September 30, 2027. There is an increase of $338,572 from $1,048,491 per year to $1,387,062.15 per year, resulting in an increase of $1,015,714 for three (3) years from $3,145,473 to $4,161,187. Increases are due to an average increased license costs of 12%, adding additional users (Office 365 & Windows +285), and other product licenses (Power BI, Visio Professional, Microsoft Project Standard).

Requested Action
Approve Microsoft Enterprise agreement contract with SHI International Corp, in substantial form, without competitive bidding, as authorized by the state contract exemption G.S. 143-129(e)(9), in an annual amount of $1,387,062.15 per year for three (3) years effective October 1, 2024 and ending on September 30, 2027, for a total cost of $4,161,187.
